بين الاقوامي لاڳاپن ۾ طئي ٿيل عالمي ضابطن خلاف تشدد جو استعمال ڪرڻ يا ڌمڪي ڏيئي سياسي مقصد حاصل ڪرڻ واري عمل کي ”دهشتگردي“ چيو وڃي ٿو. دهشتگرديءَ ۾ خوف ڀري صورتحال پيدا ڪري، انساني حقن کي لتاڙي ۽ بيرحميءَ ڀريل شُهرت ماڻي، ڪنهن به هڪ شخص يا ڌُر طرفان پنهنجا منفي مقصد پورا ڪيا وڃن ٿا. جهاز اغوا ڪرڻ، باندي بڻائڻ، بم اُڇلائڻ، ڇتي فائرنگ ڪرڻ ۽ قتل عام ذريعي دهشت پيدا ڪئي وڃي ٿي. دهشتگرديءَ جا ڪيترائي قسم آهن، جن ۾ ”رياستي“، ”انفرادي“ ۽ ”گروهي“ دهشتگردي به شامل آهن. دهشتگرديءَ جو عمل عام طور جيتوڻيڪ گوريلا جنگ سان سلهاڙيل آهي، پر تڏهن به اهو ڪو نظريو يا سياسي تحريڪ ناهي، بلڪ هڪ قسم جي منصوبا بندي يا حربو آهي، جنهن کي مُختلف مذهبي، فڪري ۽ سياسي ڌُريون استعمال ڪن ٿيون. بظاهر تمام خوفناڪ صورتحال پيدا ڪرڻ جي باوجود ”دهشتگردي“ جي عمل سياسي حوالي سان ڪي وڏيون ڪاميابيون نه ماڻيون آهن
