هيءُ هڪ سياسي نظريو آهي، جيڪو ڪنهن به خاص علائقي ۾ موجود مُختلف ملڪن جي مفادن جي هڪٻئي سان نسبت جي نشاندهي ڪندو آهي. ٻي مهاڀاري لڙائيءَ کانپوءِ سرد جنگ وارين حالت دؤران، آمريڪا ۽ اڳوڻي سوويت يونين دنيا جي ڪنڊ ڪڙڇ ۾ مختلف ملڪن سان اتحاد قائم ڪيا. جنهن جي نتيجي ۾ ٻنهي طاقتن جي اثر وارن مُختلف علائقن جي جوڙجڪ ٿي. انهيءَ اڳڀرائيءَ سان علاقائيت (Regionalism) ۽ اُتان جي مخصوص مفادن جي شروعات ٿي. ان کان علاوه مختلف مُلڪ جڏهن علاقائي سطح تي سياسي، اقتصادي ۽ ٻين شعبن ۾ تعاون لاءِ ڪي تنظيمون جوڙي اڳڀرائي ڪن ٿا، ته ان سرگرميءَ کي به هن اصطلاح ذريعي واضح ڪري سگهجي ٿو. هن تصور هيٺ مُختلف ملڪ پنهنجن مُفادن جي حاصلات لاءِ پاڙيسري ملڪن کي هڪ پليٽفارم تي گڏ ڪري علائقي ۾ سياسي، فوجي ۽ معاشي اتحاد جوڙين ٿا
