پاليسي ڪنهن به رياست يا ڌُر طرفان اڳواٽ ڳڻ ڳوت ٿيل ۽ سياسي دانشمنديءَ تحت طئه ٿيل اهي راهنما اصول يا باضابطا روش آهن، جيڪي ڪنهن به ٻيءَ ڌُر سان واسطيداريءَ ۾ ايندي اختيار ڪيون وڃن ٿيون. اهڙي طرح چئي سگهجي ٿو ته ”پاليسي“ دراصل ڪنهن به فيصلي تي عمل درآمد جي سلسلي ۾ طئه ٿيل طريقوآهي، جيڪو فيصلا ڪرڻ ۽ بهتر نتيجا حاصل ڪرڻ جي سلسلي ۾ لاڳاپيل ڌُر کي بُنيادي ڍانچو فراهم ڪري ٿو. ڪا به ”پاليسي“ طئه ڪرڻ لاءِ مشورن، تجويزن ۽ تصديق ٿيل اطلاعن جو جائزو وٺڻو پوي ٿو. عام طرح سان پاليسي کي ڪنهن به اداري جي اعليٰ اختياراتي فورم يا مشاورتي مجلس يا حڪومت جي اهم پاليسي ساز اداري ”ڪابينا“ طرفان لاڳو ڪيو ويندو آهي. ”پاليسيءَ“ ذريعي ڪنهن به فورم جي بنيادي مقصد يا بنيادي پروگرام، منشور يا خاڪي کي تصور ڪيو ويندو آهي. ان لاءِ هر لاڳاپيل ڌُر پنهنجن پاليسين لاءِ پاڻ ذميوار هوندي آهي
