فراانسيسي ٻوليءَ جي هن اصطلاح جي لغوي معنيٰ ’ بدبوءِ کي بند رکڻ آهي‘، جنهن جو مطلب گندگي يا مرض کي حدن اندر قيد رکڻ آهي. ساڳي طرح سياست ۾ ان جو استعمال ڪنهن خاص نظريي يا موقف کي چوطرف پکڙجڻ کان روڪڻ ۽ رواجي جمهوري قدرن کان ٻاهر ٿيندڙ چرپر کي محدود ڪرڻ آهي. 1919ع ۾ فرانس جي وزيراعظم Georges Clemenceau ( 1841-1929ع ) سوويت يونين ۽ سندس سياسي فڪر کي حدن اندر قيد رکڻ جي صلاح ڏيندي هي اصطلاح استعمال ڪيو. چيو ته ڪميونسٽ نظريي کي اولهه يورپ جي سرحدن اندر مداخلت نه ڪرڻ کپي. ان سلسلي ۾ هن سوويت يونين آڏو ڪنهن اهڙي ”مهاڙ واري رياست“ جوڙڻ تي زور ڏنو، جنهن منجهان لنگهندي ڪميونسٽ نظريو پنهنجي شدت وڃائي ويهي. ڪن مبصرن جو چوڻ آهي ته يورپ ۾ ”ٿڌي لڙائيءَ“ جي شروعات، انهيءَ پاليسيءَ سان ئي ٿي چڪي هئي
