ڊسمبر 1977ع کان ڊسمبر 1979ع تائين اقتدار ۾ رهندڙ، اولهه جرمنيءَ جي اڳوڻي چانسلر ولي برانت (Willy Brandt) جي صدارت هيٺ ”عالمي ترقياتي معاملن بابت اڻ ڌري ڪميشن“ (ICIDI) جا اجلاس ٿيا. هن ڪميشن جو اصل مقصد ماضي ۽ حال تي غور ڪندي دُنيا جي ترقي پذير ملڪن جي مستقبل لاءِ ڪوششون وٺڻ هو. ان سلسلي ۾ ڪميشن طرفان غريب ۽ امير مُلڪن جي وچ ۾ نڀاءَ لاءِ پروگرام 1980ع ۾ ’اُتر ۽ ڏکڻ قُطب جي جياپي جو سوال‘` (North- South : A Program for Survival) ۽ ٽن سالن کانپوءِ ”گڏيل گهوٽالي“ (Common Crisis) جي عُنوانن سان رپورٽون پيش ڪيون ويون . هنن رپورٽن ۾، ترقي يافته ملڪن جي حڪومتن کي, ٽين دُنيا جي حڪومتي سرشتن ۾ سڌارا آڻڻ ۽ اتان جي عوام کي بهتر مستقبل آڇڻ جي حوالي سان ڪوششون وٺڻ بابت ڪيتريون ئي سُٺيون صلاحون ڏنل آهن
