هن عمل ذريعي ڪو به شخص هڪ جاءِ کان لڏي ٻئي هنڌ تي مستقل رهائش اختيار ڪرڻ گُهرندو آهي . اهو عمل معاشي ، مذهبي ، نسلي ۽ پيشي جي مسئلن ، سياسي ۽ نظرياتي اختلافن ، تعليمي ماحول ، ڪُٽنبي ميلاپ ۽ رهائش واري هنڌ کي اڻ- وڻندڙ سمجهڻ سبب ٿي سگهي ٿو . هي عمل عام طور ٻن طريقن : ڌِڪڻ (Push)۽ ڇِڪڻ (Pull) ذريعي ممڪن بڻبو آهي . هڪ طرف اصل يا پيدائشي ملڪ ۾ وڌندڙ مسئلن يا حڪومتي دٻاءَ سبب لڏپلاڻ ٿئي ٿي ، ته ٻئي طرف ڌاريي ملڪ جي معاشي يا ثقافتي ڪشش ماڻهوءَ ۾ لڏڻ لاءِ اُڻ تُڻ پيدا ڪري ٿي . اڄوڪي دور ۾ يورپ ۽ آمريڪا جي خوشحاليءَ سبب دنيا جي اڪثر ماڻهن جو لاڙو انهن علائقن ڏانهن لڏڻ وارو آهي . پنهنجي ملڪ کي ڇڏڻ واري عمل کي Emigration ۽ ٻئ مُلڪ رَسڻ واري عمل کي Immigration جي اصطلاحن سان سڏيو وڃي ٿو . جيڪا لڏپلاڻ ميزبان حڪومت جي مرضيءَ بنا ۽ ڳُجهي طريقي سان ٿئي ان کي غيرقانوني سمجهيو ويندو آهي ۽ اها صورتحال تيستائين برقرار رهندي آهي ، جيستائين ميزبان حڪومت لڏيندڙ جي ڏنل وضاحتن مان مطمئن ٿئي يا لاڳاپيل مُلڪ ۾ گهربل قانون سازي نه ٿئي
