مُذاڪراتي عمل دوران جڏهن هڪ ڌُر رضاڪارانه بُنيادن تي ٻي ڌُر کي ڪي خاص حق، رعايتون ۽ برتري ڏئي ٿي ته اُن سهڪار کي هن اصطلاح ذريعي واضح ڪيو وڃي ٿو. هي عمل دراصل ٻن مُلڪن وچ ۾ ڪنهن به واسطيداريءَ دوران، هڪ سگهاري ڌُر طرفان مُذاڪرات جاري رکڻ لاءِ رضامنديءَ ۽ سهولت ڀريي رويي جي نشاندهي ڪندي، روايتي اعتراضن ۽ شڪايتن کي پرڀرو رکڻ جي آگاهي ڏئي ٿو. ان سلسلي ۾ ”رعايت“ جو معيار، وقت ۽ سبب وڏي اهميت رکندا آهن. ڪنهن به هڪ طرفي رعايت جو مطلب اهو هوندو آهي ته ”رعايت“ ڏيندڙ ڌُر مُذاڪرات ۾ آيل رڪاوٽ کي ختم ڪري پيداٿيل بُحران ۾ فراخدليءَ جو مظاهرو ڪري رهي آهي . رياستي معاملن ۾ محدود حد تائين رعايت يا سهوليت کي ته هاڪاري اڳڀرائيءَ طور تسليم ڪيو وڃي ٿو، پر ان ڏس ۾ لامحدود تعاون، آخرڪار نقصان جو سبب بڻجي رياست جي خودمختياريءَ کي نقصان پهچائي ٿو. انهيءَ ڪري ٻه-طرفيون يا گهڻ- طرفيون رعايتون/ سهولتون علائقي يا عالمي سياست ۾ خوشگوار تبديليون پيدا ڪري سگهن ٿيون.
